Planning a Redevelopment? Start With a Due Diligence Survey

A commercial lot can look ready from the sidewalk. The listing shows square footage. The aerial shows a clean rectangle. Then you start planning what to build, and the real picture gets more complicated.

Older parcels near downtown carry years of history. Many sit in places like the Granary District, a former industrial and railroad corridor between about 600 South and 900 South that owners are now filling with new and reused buildings. What sits on a site, and where it sits, often decides whether a redevelopment idea holds up. A due diligence survey gives you that ground-level information early, before you put money and time into a concept the site may not support.

Before the Concept Plan, Nail Down What’s Really on the Site

A redevelopment plan is only as good as the site facts behind it. Before an architect draws a concept, the team needs a clear record of the buildings, paving and features already on the parcel, and where they sit. A due diligence survey gives them that starting point.

Aerials and listings offer a rough idea. They don’t show where a building’s real edge falls, how far it sits from the property line, or how much open ground is left once you count the existing structures and paved areas. A quick walk-through helps, but the eye misjudges distance and space.

Picture a buyer who wants a new two-story building plus 40 parking stalls. On the aerial, the lot looks big enough. A measured survey may show the old warehouse footprint eats more of the parcel than it seemed, or that the usable area sits at an awkward angle. Small gaps like these change a concept fast. Architects and civil engineers work better when they start from measured facts instead of guesses.

The Existing Site May Tell a Different Story Than the Concept

A redevelopment concept built on assumptions can fall apart once the site is measured. Existing buildings, old paving and the space between them may leave less usable room than the plan expects. A due diligence survey shows the design team what the parcel really offers before the concept goes further.

Redevelopment gets tricky at this stage. The concept in your head, or in an early sketch, assumes a certain amount of open, workable ground. The site may not agree. Existing improvements shape everything that comes next.

An old structure a buyer wants to keep becomes a fixed point the new layout has to work around. A loading area, a retaining wall or a large paved yard takes up room the plan may have counted as free. When a survey pins down where these things actually stand, the buildable area often looks different from the aerial version.

That difference matters most on infill parcels. City lots run smaller and tighter than open land. A few feet in the wrong place can push a building footprint over a limit or drop the parking count below what a use needs. Finding that early, while the concept can still change, beats finding it after the design team has spent weeks on the plan. A good redevelopment concept responds to what the survey shows, not to what a buyer hoped the site held.

Give the Design Team Better Information Before the Site Plan Takes Shape

Survey information isn’t only for the buyer. It becomes an early reference the whole design team leans on. Architects, civil engineers and planners use a measured record of existing conditions to sketch first layouts, coordinate their work, and flag questions that need a closer look.

On a redevelopment, several people plan at once. The architect thinks about the building. The civil engineer thinks about access and site work. A planner thinks about how the use fits the lot. They all need the same base picture, and a survey gives them one.

With reliable existing-conditions information in hand, the team can lay out a first site plan that reflects real edges and real spacing. They can weigh two or three redevelopment ideas against the same measured base. When something on the site raises a question, they catch it early and send it to the right expert.

This helps on infill and commercial sites, where a buyer often keeps or reuses part of an older building. Downtown-adjacent areas like the Granary and Depot Districts hold warehouses and industrial buildings that owners are turning into new uses. Reworking a standing structure demands solid measurements from day one. Still, a survey supports planning. It doesn’t decide, on its own, whether a redevelopment is legal or financially sound.

What a Due Diligence Survey Can and Can’t Answer

A due diligence survey answers physical questions about a site. It shows what’s there and where. It doesn’t cover legal, environmental or money questions, which call for other professionals. Treating the survey as a full feasibility study is a common mistake, and an expensive one.

A survey is one input, not the whole review. It won’t tell you whether the city will allow your use, whether the soil can hold your building, or whether the numbers work. Those answers come from other people and other studies, such as:

  • Zoning and land-use review, to confirm what the site allows
  • Environmental testing, common on older industrial parcels
  • Soil and geotechnical testing, to check what the ground can support
  • A traffic study, when a new use changes how cars come and go
  • A utility investigation, to learn what service already reaches the site
  • A building-code review, for what new construction must meet
  • A market and cost study, to see if the project pencils out

A due diligence survey often points to which of these matter for a given site. It rarely replaces any of them. Read together, they give a buyer a real sense of what a redevelopment will take.

Make the Survey Part of the Buying Timeline, Not an Afterthought

Order a due diligence survey early, while a redevelopment purchase is still taking shape. Site facts gathered up front let the design team weigh a concept before big planning costs pile up. A survey ordered late mostly reacts to a plan already drawn.

A practical order looks like this. A buyer finds a property. They run a first review of price and fit. They gather survey information on existing conditions. The design team studies that base and shapes an early concept. Along the way, they flag other studies the site needs, and the concept gets refined as those come back.

No survey catches every problem. It won’t promise a smooth approval or a profitable project. What it does is hand the buyer and the design team honest site facts at the moment those facts can still steer decisions.

For commercial and infill buyers, that early clarity is worth a lot. Utah keeps ranking among the fastest-growing states, and much of the new work happens on older, built-out parcels rather than open land. Reliable site information, gathered before the heavy planning starts, helps a redevelopment team make smarter early calls on ground that rarely comes clean.
