Permit Application Rejected Without a Topo Survey?

You submitted your plans. Weeks later, the city sends back a list of corrections. One item stands out: a topo survey. Now you’re stuck. Why does a piece of paper about ground height hold up a whole project?

Reviewers can’t approve a design without knowing what the land looks like right now. A topo survey gives them that picture. Without it, they’re checking a plan built on guesses.

The Missing Elevation Data Can Stop a Plan From Moving Forward

City reviewers aren’t picky for no reason. They need real elevation numbers to check a project against the land as it truly sits today.

Think about what a site plan has to prove. It has to show that water drains the right way. It has to show that grading won’t wash out a neighbor’s yard. It has to show that a new building sits at a safe height on the slope. None of that works without solid elevation data for the site.

That’s why grading, drainage, and slope all trace back to one thing: topography. A designer can draw a nice-looking building. But without real ground measurements first, that drawing is just a guess with good lines.

A missing topo survey isn’t the reason behind every rejected permit. Requirements shift by project type and by what the zoning calls for. A small interior remodel likely won’t need one. A new commercial building on a sloped lot almost certainly will.

Salt Lake City has a Commercial/Multi-Family Login Checklist. It spells this out clearly. It calls for a topo survey with spot elevations for roads, buildings, and other structures. It also asks for a finished grade across the whole site. On top of that, it wants a grading plan for slopes over 10 percent. It wants a slope analysis for anything steeper than 30 percent. Skip the survey on a project like this. Expect the reviewer to flag it fast. 

What a Topo Survey Gives the Permit Reviewer That a Basic Site Drawing Cannot

A basic site sketch shows where things sit. A topo survey shows how high or low they sit, and how the ground rises and falls between them.

That gap matters more than it sounds. A reviewer checking a grading sheet needs real spot elevations, not guesses. They need existing grades along the property lines, roads, and buildings. They need to see where the land is steep and where it’s flat. A hand-drawn site plan can’t offer any of that with real accuracy.

A topo survey fills those gaps with numbers measured in the field. It shows exact elevations at key points across the lot. It marks roads, buildings, and other fixed features at their true heights. It captures slope direction where it counts, not just where it’s easy to guess.

For the design team, this becomes a starting point they can trust. An architect or engineer can plan grading and drainage with real numbers. They can set foundation heights with confidence. Working from a rough sketch is different. That means stacking guess on top of guess. Reviewers spot the difference fast. Plans built on real elevation data hold up under a close check. Plans built on guesses often don’t.

Where the Missing Survey Creates Problems in the Plan Set

A plan set is only as strong as its weakest sheet. When topography is missing or wrong, the damage spreads across several sheets, not just one.

Proposed grades depend on existing grades. Without a solid starting point, a grading sheet can’t show an honest cut and fill picture. Building placement depends on the real slope under the foundation. Drainage plans depend on knowing which way water moves before any construction changes the land. Access points, driveways, and retaining walls all depend on this same base data.

Salt Lake City’s Building Services lists existing and proposed topography as part of what a permit plan set may need to show. That’s not a small line buried in fine print. It’s a core piece reviewers check against the rest of your drawings.

Incomplete site data doesn’t always mean a flat rejection. Often it means a request for revisions, or a note asking for missing pieces before review can move forward. Still, a plan set built on shaky topography tends to draw more of these requests. Every sheet tied to grading or drainage inherits the same weak base.

Before You Resubmit, Match the Survey to the City’s Review Requirements

Before you order anything new, read the correction notice line by line. Reviewers usually spell out what’s missing or what doesn’t match. That notice is your real starting point, not a generic checklist from a website.

Figure out exactly what the reviewer flagged. Was it missing spot elevations? A missing slope analysis? A grading plan that didn’t match the survey? Each answer points to a different fix.

Once you know the gap, confirm the survey scope with the right city department or your assigned reviewer. Scope can shift based on project type, lot size, and slope. Guessing at scope wastes both time and money.

Then check that the new survey data matches what your architect or engineer already drew. A survey that doesn’t line up with the drawings just creates a fresh round of confusion, and a fresh round of corrections. Salt Lake City has said plainly that incomplete or mismatched information can slow processing. Applicants should work from the correct submission checklist for their project type, not from guesswork.

Getting the Permit Package Back on Track

Once you know what’s needed, get the field work done by a qualified survey professional licensed. Don’t cut corners here. These numbers will support every grading and drainage call that follows.

Hand the survey data to your design team as soon as it’s ready. Update every sheet tied to elevation, grading, or drainage at the same time, not one at a time. A grading plan updated alone, without a matching site plan, just creates a new mismatch for reviewers to catch.

From there, resubmit through the city’s process. Salt Lake City currently routes permit applications through its Citizen Access Portal. Plan documents for applications needing review go through ProjectDox. Follow the upload steps in your project invitation. Keep your resubmission organized the same way your first set was organized.

Don’t order a survey based only on a general checklist if your reviewer already told you what’s specifically missing. A checklist is a fine starting point before you apply. Once you have real plan review comments in hand, those comments are your real map. Build your resubmission around what the reviewer actually asked for, not around what a checklist assumed you’d need.
